The best countries for scuba diving: Complete guide

When you start getting interested in scuba diving, one question always comes up: “What is the best country for diving?”

And that’s completely normal. Between the turquoise waters of the Maldives, the incredibly rich reefs of Indonesia, and the famous underwater caves of Mexico, the choice can quickly become complicated.

But the reality is that the “best country” is not the same for everyone.

It all depends on your level, your budget, and above all the type of experience you’re looking for.

In this article, we’re going to go far beyond a simple ranking. You’ll understand what makes a destination exceptional, compare the best countries… and discover why some places offer a much more complete experience than others.

Why is choosing the country crucial in scuba diving ?

Not all dive spots are equal! Many people think that scuba diving is “simply about going to see fish in clear water.”

But in reality, each destination offers a completely different experience.

For example, in Thailand, dives are often done in very accessible conditions, with little current and good visibility. It is an ideal destination for beginners.

On the other hand, in the Galápagos, you can dive in colder waters, with stronger currents and much more technical dives, but also have exceptional encounters with hammerhead sharks.

The choice of country therefore directly influences your entire underwater experience.

The 5 criteria for choosing your diving destination

Before booking your trip, it is important to take a step back and assess your situation.

1. Your level

If you are a beginner, you will not have the same expectations at all as an experienced diver.

In general, a beginner looks for calm, shallow conditions and good visibility in order to feel confident.

On the other hand, an advanced diver will look for stronger currents and greater depth in order to have a better chance of observing large marine animals.

Choosing a destination suited to your level is essential to fully enjoy every dive.

2. The type of diving you are looking for

Whether we like it or not, all dives offer different experiences.

You can choose a destination based on what makes you dream the most: colorful coral reefs, history-filled wrecks, sharks, turtles, or even cave diving.

Some destinations specialize in a specific type of experience, while others offer a greater variety.

3. The importance of the season

This is a criterion that is often underestimated. Yet some destinations are exceptional during a very specific time of year, then become significantly less interesting during the rest of the year.

Whether it is for visibility, sea conditions, or, even more importantly, the presence of certain marine animals, the season plays an essential role.

Choosing it well can literally transform the quality of your experience.

4. Budget

The budget can vary greatly depending on the destination. And let’s be honest: it directly influences the number of dives you’ll be able to do.

  • In Asia, prices are often very affordable.
  • In some remote areas (Galápagos, Cocos), costs can quickly rise.
  • In the Caribbean, you’re generally looking at a mid-range to high budget.

But be careful: a cheaper destination is not always a good deal if the experience is limited, if dives are rushed one after another, if the equipment is poorly maintained, or if supervision is lacking.

5. The quality of the dive center

This is also a point that is often overlooked: the dive center you choose.

Even in an incredible destination, poor organization or mediocre supervision can ruin your experience.

On the other hand, a good dive center can help you feel confident, adapt the dives to your level, and do everything possible to make your trip incredible.

Top 5 best countries for scuba diving

Now that we’ve covered the basics, one thing is clear: your level, the type of diving you’re looking for, the season, your budget, and the quality of the dive center can completely transform your experience.

Now let’s look at the world’s most renowned destinations for scuba diving.

1. Indonesia 🇮🇩

If you had to choose just one destination for marine biodiversity, it would probably be Indonesia.

Areas such as Raja Ampat or Komodo offer an impressive density of underwater life. Every dive feels like discovering something new: ultra-colorful corals, huge schools of fish, sharks, rays…

But be careful, it is not necessarily an “easy” destination. Some areas are remote, travel can be long, and the currents can sometimes be strong.

👉 It is an incredible destination, but it is better suited to intermediate or advanced divers.

2. Mexico 🇲🇽

And here… we come to a truly special case, which is, in my opinion, the most complete destination.

Mexico, and more specifically the Riviera Maya, is a destination that combines several types of diving that you almost never find in the same place.

There are several things that make Mexico exceptional, including the variety of experiences [cenotes, wrecks, Cozumel, cage-free bull shark dives.] Very few destinations offer such diversity.

Unlike other countries, Mexico is very accessible. Even if you have never dived before or have very little experience, you can easily enjoy superb dives.

In the Riviera Maya, the water is warm, visibility is excellent, and conditions are generally very stable. You can dive all year round without having to worry too much about it.

Compared with other premium destinations, Mexico remains very competitive. You can enjoy unique experiences (such as cenotes) without reaching the prices of the Maldives or the Galápagos.

3. Egypt 🇪🇬

Egypt remains one of the most popular diving destinations in the world, and it’s no coincidence.

The Red Sea is often one of the first choices for divers because it offers a very solid combination: warm water for much of the year, excellent visibility, accessible reefs, a beautiful diversity of marine life, and prices that are often more affordable than in other iconic destinations.

A novice diver can enjoy beautiful dives there in relatively comfortable conditions, while a more experienced diver can turn to wrecks, drop-offs, or more demanding liveaboard diving trips.

Areas such as Hurghada, Marsa Alam, or Sharm el-Sheikh have become true benchmarks.

4. Maldives 🇲🇻

Unlike other places focused on reefs or overall diversity, the experience here is largely centered around encounters with large pelagic species.

In this archipelago lost in the middle of the Indian Ocean, you can observe sharks, manta rays, and massive schools of fish in crystal-clear waters.

Dives are often done in passes or channels, where the currents attract marine life, making each immersion particularly dynamic.

But this intensity also comes with constraints. Currents can be present and sometimes strong, which makes some dives less suitable for beginners.

In addition, the Maldives remain a relatively high-end destination, with higher costs than in many other regions of the world.

5. Australia 🇦🇺

Australia is one of the most legendary diving destinations in the world, especially thanks to the Great Barrier Reef. This vast ecosystem attracts divers from all over the world because it offers a beautiful diversity of corals, tropical fish, and underwater landscapes.

What makes Australia interesting is the scale of its dive sites. You can find very different types of dives depending on the region, with some areas accessible for recreational divers and others that are more impressive.

That said, the experience can vary quite a bit depending on the location you choose. Some parts of the reef are still stunning, while others have been more affected in recent years.

So it is a dream destination, but it still requires choosing your dive spots and dive center carefully to truly enjoy it. For many people, it remains a great classic to do at least once.

So, what is truly the best country for scuba diving?

After comparing the world’s top destinations, one thing becomes clear: there is no single best country for scuba diving.

It all depends on you, your level, your budget, and what you want to see underwater.

But if I had to choose one destination among all of them, it would be Mexico, and more specifically the Riviera Maya, because there you will find:

  1. A great variety of dives: wrecks, cenotes, sharks, reefs, etc.
  2. True accessibility: even with a discovery dive or an Open Water certification, it is possible to enjoy amazing dives
  3. Ideal conditions almost all year round

Which makes it, for many divers, one of the best choices for an unforgettable diving trip.
